You can find window cleaning handheld razors made for removing paint on glass in your local hardware store. In any case, you may also use a sharp box-cutter to do the trick.
Cleaning Dried-up Paint
Mix warm water and dishwashing liquid in a bucket until you form suds. Using the cleaning pads, wipe away dust and grime from the windows with the soapy solution. Let it sit for a few minutes then rinse it away with water. Once clean, soak up the glass again with soap and water, this time focusing on the area where the dried-up paint is located.
Aim the razor blade in a 45-degree angle against the paint-covered glass. Using a downward motion, scrape away the paint from the surface. It’s important to do this while the window is wet otherwise you will scratch the glass. You could also use a wet razor blade instead to avoid getting scratches on your window. The whole process can be tedious but with a little elbow grease, you’ll have paint-free windows in no time at all.
